This kind of fuse was used with shrapnel shells of 13, 18 and other similar "Pounder" sizes. It is graduated from 0-22 seconds. This still has the "head" (adapter that screwed into the shell body) attached. It is made by V.S.M. (Vickers, Son and Maxim) in 1917. These worked by the burning of powder that was calibrated to burn at a set rate, twisitng the time ring to the desired setting exposed the ring of powder to the correct point to be ignited, meaning that it would burn for the required time. When the burn finished, it would send a jet of flame through to the main charge in the fuse base, which would cause the shell to explode.
